According to the results of the research it was established that the development of administrative сontrol is connected with the problem of the delimitation of competence between federal and regional authorities on the issues of implementation of administrative control.For develop the parliamentary and financial control at the level of subjects of the Russian Federation the authors propose adoption of to adopt special laws that comprehensively regulate all forms and methods of conducting the parliamentary and financial control, establish the procedures for interaction with the bodies institutionally inherent in these functions. For development of the public control in the subjects of the Russian Federation it is necessary to adopt the Federal law, which should reflect the concept of it point out a list of principles of organization and implementation, and define the form and the range of subjects of public control.
