The article deals with the difference of the population of the regions of the Volga Federal district and level and structure of consumption of payable services. The article considers two groups of services: mandatory for payment and additional services, which people pay at the choice. The authors analyze the structure and level of consumption of paid services in two typical regions of the Federal district, which reflects the dependence of the level and structure of consumption of services from business revenue. For the characteristics of the business environment in each region is expected, the index revenue structure, which reflects proportion of average per capita income and level of the nominal salary. To characterize the overall level of consumption of paid services, the authors calculate the index of the structure of the revenue, which shows correlation between average income and level of nominal wage paid. To characterize the general level of consumption of commercial services, the authors calculate the multidimensional average by regions, basing on consumption of four mandatory services, and use it for forming the typical groups of regions with identical priorities of further social and economic development.
