CONTENT AND FOCUS OF AGRICULTURAL POLICY OF USSR (1965 - 1985)

The article, basing on the analysis of party and government documents, archival materials, the official statistical data and scientific literature, attempts to consider urgent problems of agrarian policy and rural development in the USSR of 1960 - 1980 years, to find causes of fail in creation of a highly efficient agricultural sector despite numerous solutions in the field of agriculture, to determine the major trends in the evolution of agricultural policy and impact ideological orientation of the ruling party on the solution of the problems of modernization in the agricultural sector.
