ECOLOGICAL REFERENDUM AT A REGIONAL LEVEL AS A CONSTITUTIONAL LEGAL WAY OF PUBLIC PARTICIPATION IN ENVIRONMENT CONTROL

Referendum is an important institution of direct democracy, but today such a form of expression of will of people on the questions of environment control is not used actively. Most environmental projects are implemented without consulting the citizens, that should not be attributed to the legal, democratic state. Analysis of theory, practice and legislation in this area has allowed the author to (examine) the problems, the implementation of such a constitutional legal form of public participation in environmental protection as a referendum, to analyze the causes of failed environmental referendums and to identify possible solutions to problems. Regional Environmental referendum is an effective way of public participation in environmental issues in the territory of a region.
